Okie Doke, I will be the first to dip a toe. Been dealing with VRBO and AirBnb now going on 10+ years. We are permitted through the city for the 24/7 complaint response along with 'face-to-face' check in proceedures. We are on top of what is required for permit and handle such for our owners. We are also now re-trained in dealing with the current CV19 nightmare and are doing our best to keep our owners in line and allowing us to maintain the rentals per current protocols to maintain some level of safety for the renters, owners, and our staff. It has been a challenge as there are a number of owners out there that just don't care along with a number of cleaning companies and private ones also that are allowing the now 'illegal' back to back rentals to still occur and most of the renters aren't even aware that there are restrictions still. Seems from what I am hearing there is no follow through from the city or county when it comes to complaint calls once again so I would say we are back to where we were 5-6 years ago and the owners ran the valley. City permit inspections are a complete joke, what can you inspect when you are the only inspector and can only spend maybe 5 minutes per property. Nothing is what you see, so again, back to where we were with unsafe, non-permitted rentals that are not being propery managed or overseen. Going to have to go through the same fight we all did once again, and the advertising council is asking for more money from the rentals, now looking at 15% I believe, and for what???????????????????

For those in the COUNTY who have had to endure those short term rental tenants who show little to no respect for full time residents by causing a disturbance into the late night and early morning hours, I've put together an instruction sheet on how to file a 24/7 complaint. Documentation and evidence in the form of recordings or corroborating statements from other neighbors is important. A video tape with sound works wonders.

Airport Razz: We are dealing with County Code Enforcement and they have been very helpful, guiding us through their process and suggesting methods to support our disturbance complaints. So far they have been extremely receptive to our concerns and we have already seen evidence that their contact with the offending owner has met with some recent improvement.

I'm not familiar with the regulations regarding back to back rentals. Can you tell me where I can find those regulations and are they applicable only to City properties, or do they also apply to County rentals?

The STR next to us is frequently back to back. One set of tenants out on Sunday AM, the next group back on Monday PM.

Not sure if you read the Big Bear Lake City Manager's Newsletter...but his articles make it clear that he is aware of the issues and implores visitors to be respectful by not making noise after 10PM.

Anyway, if you could post the COVID related rental regulations that would be great. Thanks

Here is the protocols we are going by for now, issued by the State and the California Department of Public Health and our dear friends Cal/Osha. These are stated in Franks city updates as to what we are supposed to be doing.

The city first had issued thier own protocols to first open up the rental in the valley and it made sense. Remote check-in, 50% cabin density, same family only, time in between rentals. Once they got into the pissing match with Newsome they threw all of it in the gutter and said that they had no say in it and they were reverting to what Newsome was requriing, nothing more, and if the people didn'e like it don't come complain to them. Threw us under the bus. That pretty much opened the flood gate as the time inbetween and the cabin density are now just 'recomendations' while I do believe the one family thing is still a requirement but wouldn't be surprised to find it just a 'suggestion' also. we are trying to hold to the 72 hours. Bare minimum 24 hours before we go into a cabin, cleaning progressing earliest then and after that it is up to the owner how far they want to adhear to what we request, so then it becomes 'renter beware'. So we are trying to maintain minimum 48 hours between renters. I really don't like the idea of hot bunking a cabin. Not our style, just leads to problems and further wear and tear on the cabin.

AirBnb had stated at the beginning that they were also going to regulate/restrict the owners from ovebooking. That is sadly very appearantly not happening.

After reading a few posts from @Spice-guy in the “Chat Box” about his issues with a long term rental across the street from him, I feel the need to respond and to clarify a few items. I do understand that there are some bad “tenants” and “problem rentals” but for us, this has not been the case with the “Nevada Frat” as he called them. We have been up here since June 15th. We have direct line of sight to what they do as well as being able to hear what goes on. I will give my take on what we’ve observed:

1 - they did not start occupying the house until after mid-July. This means that when they check out at the end of August they will have been in there 1 1/2 months - not the 3 months you mentioned. They have rented another house, besides this one, over by Meadow Park where some of them stay at night…Not all 10 are in the house by you.
2 - they have never been out filming and practicing any later than 10pm. Most nights it’s been even earlier. Are they loud? Sometimes, but this is for filming purposes and doesn’t last long. They are into their craft and rest is very important to them. I will say, that before they rented this house, there was a family that rented it for a couple weeks prior and around the 4th of July. At times, they were using the jacuzzi until 1am. I have heard many other groups who have rented other homes in the area around us, out late and making noise. However, this group has never been making noise at 3:30am!
3 - they do have tents set up. Some of this is for filming purposes, which if you’ve watched their videos as you said you have, you would know this. I have seen tents set up in several backyards, including some in Eagle Point Estates. It’s nice to come up to the mountains and sleep in a tent, even if it’s in a backyard, wouldn’t you agree?
4 - they did go to the lot next door to practice their craft. However, you indicated that they hung ropes from the trees and did tree climbing. What they did is set up tight ropes around the base of the trees, to practice tight rope skills. I have seen other neighbors do this as well at other house. Do you complain when kids ride their bikes though the lot or when people use it for snow sledding?
5 - they asked us when they first got here, that if they get too loud to let them know. They had mentioned putting on a show for the neighbors in the area. I think that after hearing what you have to say about them along with the feed back from other users on here, they may have changed their minds. It would have been nice to grab a mask, social distance with a lawn chair and watch them. They are a very talented and respectful group. Maybe you could go over there and talk with them instead of leaving it to the sheriff? BTW, the first time the sheriff went over, they asked the group to show them what it is that they do. After seeing a brief show, the sheriff’s were fine with it and left.
6 - the scaffolding that they built is up to code.
7 - there have been a couple of neighbors, myself included, who have baked things for them, gone to the side yard and handed it to them over the fence. They have been so grateful. Parents have brought their kids over to watch and ask questions. Each time, they have welcomed them and answered their questions without hesitation.
8 - One final comment on a statement you made calling them “Nevada Frat”. You are incorrect. This group comes from many different states, but mainly California.

In closing, they are out of work acrobats and gymnasts because of the pandemic and only wanted a way to keep their chops up and produce some video content to show they world how they are coping and surviving these unprecedented times. You have done such a disservice to them, yourself and all others who have read your “half-truths” about this group.

I agree, always give your name and phone#. They call back the next day and are very informative. Have never done the #7 on your list.... good idea. Juliann-- The CESTRP # N42754 mentioned is the County's STR Permit number for the property in question, the most recent property ID system they put into effect July 2017 (I think). I'll see if I can find the number for the house you mentioned; it would also be on the STR Notice the County sent you regarding max occupants and vehicles. If the STR license was issued before that date, the license number might be a bit different, but still a combination of letters and numbers.

Hey I'm glad you like them. MAYBE my time line is off a bit but, Code Enforcement told us they had a 3 month term that was up at the end of August. They called US with that information.
They were making way too much noise until 3AM on more than one occasion when they first moved in. My son recorded it.
They state on their Instagram account, "TEN acrobats living in ONE house." The house has a 7 person limit so please be careful about throwing around the term "half truths" The house also has a 3 car limit. Where were you when they had a dozen cars lining the street?
Backyard campouts are great! Unless it's because there is no more room in the house to sleep.

I have been dealing with this issue with several homes that now surrounded me. Some nights it is extremely loud on the area. Just yesterday they where flying their drone over the house. I had to ask them to please stop filming of my home. Cars slamming doors all hours on FTC night. It has never been the music for me it is the loud screaming at all hours of the night from the parties. It is the loud gathering at the hot tubs at 2 in the morning. It is the trashed tossed on the ground.
