Kenai, I have a double lot, where I plan to install the chiminea has trees 25 ft from center. Are huge live trees considered "combustible"?

Tlingit, the permit process and criteria is on the Big Bear Fire Dept website. You need to have a fire hose and shovel at the ready at all times and the fire needs to be 25' from any combustible structure. The 25' requirement is the big issue as most lots in Surgarloaf are not very wide. I have a triple lot and zero vegetation on the ground. So I got lucky. You will need a permit if it's wood burning. Good luck.

Kenai, I'm in Sugarloaf as well. Want to install a chiminea. Beyond it being attached to a base and have a spark arrestor, I will need a permit renewable quarterly?

SSJ2012, I would be surprised if Code Enforcement is somehow tied into FD, SO or CHP responses on our area. That would be to proactive for our country government agencies. Happily per BaughHumbug short term rentals can't get the permit I was able to obtain. I am an owner and don't intend to rent the place out.

Why should a neighbor report it code enforcement? Shouldn’t code enforcement automatically go out if the sheriff or fire department goes out there? Or is typical the right hand not talking to left hand. It’s like the a-hole renters shooting off fireworks in Fawnskin couple weeks ago. Thankfully these incidents are happening now rather than in the summer.

MyXJroxtheMtn and Kenai, as of last month, San Bernardino County short-term rental code prohibits ANY and ALL solid-fuel outdoor fires at all vacation rentals. No charcoal or wood BBQs (only gas or propane ok), no chimineas, no fire pits. SBC Code Section 84.28.070 (i) Safety (1). Even tho it's now after the fact, considering that the property has been a previous problem, you might want to submit a complaint to County Code Enforcement and document with Fire incident number, etc.
