Asphalt Whatchamacallit

I have a concrete driveway. At the end is an asphalt construction which dips down to the road and forms a gutter/culvert of sorts to channel the flow of snow-melt/rainfall down the hill and off the road. What is the proper term for this asphalt thing?

Also, since it's eroding and crumbling to pieces due to snowplows, etc. is it the property owner's responsibility to repair or town/city absorbs the repair cost from our taxes?

I believe that would be refereed to as an apron or approach, depending on what part of the country you are from. Even though it is out in the easement and was probably damaged by city plows, it is your responsibility to keep it maintained. NOTE: requires city/county permit and approval.

Biggest reason mine is still compact grave$500 to have it put in. I would imagine repairs would be a little cheaper.

Wonder if ignorance of the law would work. Jeepers, I just need to patch/fill. Maybe Fawnskin is outlaw territory and doesn't need to be micromanaged by local gov? BTW, thanks so much for the discounted 61 XL. Appreciated!
