State Route 18 will open between Running Springs and Big Bear Dam, Friday, November 2 at noon to all traffic.
Green Valley Lake residents are returning to their homes tomorrow morning for the first time since the fires. Green Valley Lake residents, that sustained property damage or loss, will have access to their properties between 9AM and noon. The residents have a limited window of time in which to handle essential tasks.
Please assist the local residents and Emergency Operation crews by planning your commute on SR-18 after the noon opening to the general public. Caltrans recommends those destined for Big Bear use SR-18 after 12 noon or use SR-330 in the morning.

Highway 18 Re-Opens at Noon Today; Drivers Urged to Reduce Speed for Firefighter Safety Highway 18, including the portion from the Big Bear Dam to Running Springs, will be re-opened to all traffic as of noon today. Though the road is open, John Miller of the U.S. Forest Service tells KBHR, “Motorists can expect the possibility of short delays in the Snow Valley area, due to firefighting efforts along the roadway.” At this time, the passing lane at Snow Valley is closed, as there was fire backing all the way down to the roadway resulting from the Slide Fire. Miller adds, “There may be flagging west of Snow Valley, so drivers are asked to reduce their speed for firefighter safety.” Highway 330 was re-opened yesterday morning, so all roadways into the Big Bear Valley will be accessible as of noon today.
Last of Mandatory Evacuation Orders Being Lifted; Green Valley Lake Residents Allowed to Return Residents of Green Valley Lake who have not yet had the opportunity to return home, will be able to do so today. Now that the Slide Fire is 100% contained and utility restoration is underway, those who have properties listed as damaged or destroyed on the county assessor's website at [Click Here] will be allowed entry this morning, following a briefing to be held at the Arrowbear Fire Department, located at 2365 Fir Drive at Highway 18. After attending the briefing, these residents of Green Valley Lake will be allowed first access through noon today. Please note that proof of residency will be required, and the county recommends that those on the organized site visit wear sturdy shoes, eye protection, canvas gloves and long sleeves and long pants. The County Department of Public Health will provide plastic bags for salvaged belongings, rubber gloves and facemasks. All other residents and business owners in Green Valley Lake will be allowed to return to the area as of noon, as the mandatory evacuation order will be lifted at that time. We want to remind that though utility companies have been working 'round the clock to restore service, residents should be prepared to be without power for up to two weeks. Information on assistance resources is available to recent evacuees by calling 211.
Recovery Resources Still Available, Six Days a Week, at National Orange Show in San Bernardino The Federal Emergency Local Assistance Center, which has been at the Dome at the National Orange Show Fairgrounds in San Bernardino since just after the Grass Valley and Slide Fires broke out on Monday morning, October 22 will, as of noon today, be converted into a Disaster Recovery Center, housing both Federal Emergency Management Agency, or FEMA, and the Office of Emergency Services. The County wants those in need to know that services will continue to be available at the National Orange Show, Monday through Friday, from 7am to 7pm, and on Saturdays from 9am to 4pm. FEMA will also establish an office in the mountains, once the county secures a location. In the meantime, the county's website at [Click Here] will provide web links for all agencies offering services to those affected by the fires.

Economic Injury Loans Available to Small Businesses From Federal Government at 4% Interest Those who have suffered losses resulting from the Slide and Grass Valley Fires are potentially eligible for grants from FEMA or loans through the U.S. Small Business Administration. Two federal representatives from SBA, Greg Dawson and Charmagne Husmann, were in Big Bear this morning, to address members of the business community who may have suffered economic injury due to recent road, forest and lake closures, prompted by the Slide and Grass Valley Fires. Husmann tells KBHR, “We want to make sure people can get all the federal help that's available.” Those whose properties have been physically damaged have until December 24, 2007 to apply for assistance, and small business owners suffering economic injury or in need of working capital may apply for SBA loans through July 24, 2008, though Husmann recommends applying sooner than later. “We have the loans,” she says, “which are designed for long-term or permanent recovery. We do an individual analysis to determine people's ability to repay these low interest government loans, up to 30 years.” These federal-direct loans available for businesses, non-profits and companies with economic injury are available at 4% interest. Hwy 18 Re-Opens Friday, Financial Assistance Available, Town Meeting in Arrowhead -- Update as of Noon Here is the news you've all been waiting for—not only are both the Slide and Grass Valley Fires now 100% contained but, per Incident Command and the County of San Bernardino, Highway 18 will be completely reopened to all traffic as of noon tomorrow, November 2. Highway 330 was reopened to traffic as of 6am this morning.
Though both fires are fully contained, we do want to make the distinction that they are not fully controlled, as we learned on the Butler #2 Fire. In a conversation with Tom Kempton, stationed at Incident Command at Snow Valley, he says, “Homeowners will probably see smoke from stumps until it gets wet enough to put this out.” Fire officials do note that those in the vicinity of the Slide and Grass Valley Fires should contact fire personnel in their area if they are concerned about smoldering materials near their homes. In the meantime, over 1,600 firefighters remain in the area, to continue putting out hot spots and doing mop-up work within the burn zones.
The last of the mandatory evacuation orders will be lifted tomorrow, as of noon, for residents of Green Valley Lake. Prior to re-entry, there will be an organized site visit for these residents tomorrow morning, from 9am to noon, beginning with a briefing at the Arrowbear Fire Station, located at 2365 Fir Drive, on the corner of Fir and Highway 18. As with other site visits this week, only those whose properties listed on the county assessor's website at [Click Here] will be included in the 9am briefing. Charmagne Husmann and Greg Dawson first spoke at this morning's Big Bear Chamber of Commerce Power Breakfast, then stopped by the KBHR studios to outline assistance opportunities. For perspective's sake, of last week's wildfires in Southern California, Husmann notes, “This is really big. The purpose of the town meeting is to educate the community with regard to available resources and, specifically, what these resources can provide. All individuals and families who have suffered a loss, whether structural, financial or business related, are encouraged to attend the 6pm meeting, to be held at the Lake Arrowhead Resort and Spa Grand Ballroom, located at 27984 Highway 189 in Lake Arrowhead. In the meantime, the LAC Chamber wants everyone to know that Lake Arrowhead Village remains undamaged by the fires.
San Bernardino National Forest to Remain Closed Until We Get Rain or Snow The San Bernardino National Forest does remain closed, not just as a result of the Slide and Grass Valley Fires, but also in anticipation of more Santa Ana winds this weekend. John Miller of the U.S. Forest Service tells KBHR, “Closing the forest is a preventative measure because it's a fact that most fires are human caused, and by that I don't necessarily mean arson.” The U.S. Forest Service has already pre-positioned crews throughout Southern California's forested areas, as an added preventative measure, should Santa Ana winds kick up this weekend. Though the Big Bear area's Serrano Campground, Alpine Pedal Path and Juniper Point are open, Miller notes, “We are not going to reopen the forest until we get a significant amount of rain or snow.”

Breaking News: Evacuation Assistance Program Offers Free Lodging For Fire Victims
Big Bear Lake, CA – Big Bear Lake Resort Association has set up a program to assist victims of the recent fires with complimentary lodging accommodations. More than 50 rooms have been donated to The Grass and Slide Fires Evacuation Assistance Program. People who lost their homes or still evacuated from the Grass and Slide Fires can reserve up to a seven night stay at participating Big Bear lodges by calling 800-4-BIG BEAR (800-424-4232). Some lodges are even offering free stays up to November 18. In order to qualify for The Grass & Slide Fires Evacuation Assistance Program, people who lost their homes or still evacuated need to fax or email proof of residency and photo identification at the time of booking.
"The lodging community of Big Bear has really stepped up to the plate," said Ken Brengle, CEO for Big Bear Lake Resort Association. "We're opening our doors and hearts for our mountain neighbors during these troublesome times."
Big Bear Lake offers tranquility and a convenient location to travel back and forth to during this recovery phase for residents of Lake Arrowhead, Running Springs, Green Valley Lake and other San Bernardino Mountain communities. Big Bear was not directly affected by the recent fire storm and is open for business with two roads open, Highway 38 through Redlands and Highway 18 through Lucerne Valley.
Grass and Slide fire evacuees need to contact the Big Bear Lake Resort Association by phone only at 800-4-BIG BEAR (800-424-4232) to book complimentary accommodations. Proof of residency, such as a utility bill and photo ID is required at the time of booking via fax or email. Also, evacuees must show their re-entry pass issued by the San Bernardino Sherriff Department at check in. A Credit Card is required at check in to cover any incidentals. If evacuees are not able to fax or email these documents they can deliver it in person at Big Bear Visitor Center located at 630 Bartlett Road in Big Bear Lake. The Big Bear Visitor Center is open daily from 9 a.m. to 5 p.m.

DOVES
DOVES, a non-profit domestic violence counseling program (ID #33-0109115), is available now and will continue to be available to assist in any way we can with recovery efforts.
We have been operating a non-profit social services agency in Big Bear since 1985, and in the Rim of the World communities since 1996, and we have experience delivering fire recovery services from the Old Fire in 2003. Thus, we are well prepared to carry out any counseling and/or fire recovery assistance residents may need. We can also assist with referrals for recovery resources, as well as with food and clothing.
Although our Blue Jay Outreach Center is currently closed, counselors in our Big Bear Outreach Center are standing by to help all residents in the lower mountain communities affected by the fires. DOVES' counselors are trained in crisis, trauma and grief counseling, and are available to talk with fire victims either in person or by phone.

Callers needing to talk to someone about their fire-related trauma do not have to be involved in a domestic violence situation in order to avail themselves of these free services.

Mountains Community Hospital
As of Oct 26th MCH, has reopened the Emergency Department for services to the Community and to the Disaster Personnel on the mountain. We are available 24/7 in that area. We have the ED staffed with an ED Physician and Nurse. We have diagnostic services available to support the ED. We are not open for In patient Services at this time, but are in contact with the EOC and plan to reopen that area as soon as we get approval. Operation Provider is currently networking with the Salvation Army and many of our local churches to help our mountain neighbors who are displaced and are in need of rental assistance and food. Operation Provider can also help with electrical assistance and they are currently coordinating with the Elks Lodge for hot meals.

Rebuilding Mountain Hearts & Lives
The Rim Resource Network, a Rebuilding Mountain Hearts & Lives program, is now accepting donations to assist those affected in the San Bernardino Mountain communities impacted by the Slide and Grass Valley Fires.
"Once again our residents must join together to assist those whose homes were destroyed or damaged by the two fires that ravaged the communities of Green Valley Lake, Arrowbear, Running Springs, Fredalba, Smiley Park, Twin Peaks, and Lake Arrowhead," according to Rebuilding Mountain Hearts & Lives (RMHL) Executive Director David Stuart.
"When the fires are finally out and all mountain residents are allowed to return," Stuart explained, "many of them will be in need of immediate basic needs including food, clothing, shelter, and school supplies. Still others will need funds for rental housing deposits, utilities, transportation and living expenses.
"Should the evacuation of some areas continue for an extended period," Stuart continued, "others will need financial assistance to help them overcome the loss of wages. And when the long-term recovery begins, donations will be needed for rebuilding including non-cash donations of materials, volunteer labor, and construction funding."
Please list the items you wish to donate," Stuart added, "so we can properly match the generous contributions with someone in need.
Remember," Stuart concluded, "as in the past, the community will rise from the ashes like a Phoenix but it cannot do it without assistance from caring individuals and companies. Please help!"
Rebuilding Mountain Hearts & Lives, a 501(C)3 non-profit organization (Tax Identification #20-0867845), was created after the devastating 2003 Old Fire. The organization was responsible for coordinating needs and resources as well as providing valuable information for those residents affected by the disaster. Its efforts helped the survivors and the community recover and rebuild as quickly as possible.
